i have been advocating this for YEARS. people in communities that have become hot commodities for vancouverites, americans and albertans for second/third even fourth recreational homes are suffering big time. property values skyrocket and the people who actually live in and contribute to the community suffer with higher taxes. many older people have had to sell because taxes have simply become too high (sometimes up to $800-$900 a month on lakefront property they've owned for decades that is now worth millions - not because of the house but the property, which will be dozed and built on). most of these people don't contribute to the community at all. few meet their neighbors and fewer even know when garbage day is. in Kimberley, BC, they've had a huge bear problem as albertan owners will come for the weekend, load up their garbage and leave it on the curb for pick up later in the week, rather than asking a neighbor to put it out for them and storing it in a shed, or taking it to a local dump. if you can afford a second/third/eighth home, you can afford to pay higher taxes to offset the burden that has on the people who are increasingly unable to afford to live in their own communities.
